Step 1

Double click the Pencil Tool in the panel.
Step 2

After that you will see the Tool Options (Pencil Tool) dialog box as the picture shown.

Puts a smooth edge on the lines you draw.
Draw the fill color over the stroke.
Restrict the Pencil tool to draw paths only into existing pixels, not into transparent areas of a graphic.
